The development process may include the following activities:
The Objective Review Conference is typically a one-day meeting where educators review the draft test objectives and test specifications for the test in their field.
The purpose of the content validation survey is to ensure that the objectives identified for each field represent important aspects of the field and are consistent with the practice of Arizona public school educators. Public school educators throughout Arizona and faculty in educator preparation programs are asked to participate in the survey.
The Item Review Conference is typically a one- or two-day meeting. Educators review draft test items to confirm that they correspond to the approved test objectives.
Test questions are field tested to gather information about their quality and technical characteristics. The field test provides teacher candidates and other individuals at Arizona institutions the opportunity to prepare for future tests.
The Marker Response Selection Meeting is usually a one-day meeting. At this meeting, educators review field-test responses to the constructed-response assignment(s) and select a set of "marker responses," which illustrate each point on the scoring scale. The marker responses are then used in subsequent scorer training following test administrations.

The meeting occurs close to the first administration of the test and is typically a one-day meeting. Here, educators participate in a process for recommending a passing score for the test to the ADE.
Educators convene to review draft test materials, including test objectives and test items, for bias prevention and the inclusion of diversity in test materials. These are typically one- or two-day meetings held just before the content review meetings.
